Status of IP-Plug IDLE is set some time after a request by setting PSTART at 1, and reset by resetting PSTART at 0.

0 (B_0x0): IP-Plug is running (on demand by background HW)

1 (B_0x1): IP-Plug is currently locked and can be reconfigured
